Pat - shouldn't that Atlanta schools graph show the *cumulative* level of $ drawn from the schools?
Maybe, but also, economic development deals come on and off the books in any given year -- new ones are enacted, old ones expire -- so showing the year-by-year effect is useful too, I think.
