They order these matters better in Cathay, my Lord!

There the Emperor, himself a Chemist, meets with his (world-leading) IC scientists and engineers, and their biggest customers. They all share their operating margins and desired growth trajectories, and local subsidies.

When two-thirds of these geniuses approve a plan of action, the government begins by replicating the successful pilot plant, 2x, even 4x, if demand exists. If sufficient demand exists for profitable growth, government and private money literally compete to fund manufacturing facilities.

The Emperor also provides a reliable supply of 17-year-olds who can read a blueprint and fix a circuit.

Government subsidies fill in gaps, catalyze local development. The government of exotic, sleepy Hainan realized that their island is a great place to convalesce. They offered outrageous deals to medical researchers, surgeons, nurses, lab techs, etc. Free homes after 8 years, free passes to everywhere, free transit. Today, Hainan's medical/health industry is growing gangbusters.

ROI on Hainan's subsidies, federal and provincial, must be stratospheric.

All of this depends upon governments that are honest, competent, cooperative, and extremely democratic.
